Finnish nationals may file a passport application at any passport issuing point regardless of their place of residence, either at Finnish missions or in Finland at a police station. In Canada, an application for a Finnish passport can be made at the Finnish Embassy in Ottawa as well as the honorary consulates in Vancouver and Toronto.
Please note that a passport application can only be made in person and by appointment only.
When travelling abroad, Finnish nationals may file a passport application at any passport issuing point regardless of their place of residence, either at other Finnish missions or in Finland at a police station, also only in person and by appointment only.
Finland introduced biometric passports August 21, 2006. They include an image of the face on a microchip and as of 18 May 2009, fingerprints.
Children can not be inscribed on the passport of a parent. Each child regardless of age will require his or her own passport.
The Finnish passport is valid for five years.
Before submitting the passport application, the applicant has to make sure that their personal data is up-to-date in the Finnish Population Registry. If the information is incorrect, the application cannot be processed.
For example, if the passport application involves a name change (i.e. through marriage), the information must be updated in the Finnish population registry before submitting the application.

If a child is a dual citizen, the passport is valid until he/she reaches the age of 22, unless a certificate for retaining Finnish citizenship between the ages of 18 - 22 is provided.
The fee may be paid either by cash, money order, or certified cheque made out to Embassy of Finland. Personal cheques will not be accepted. The fee is non-refundable.
Passport fee is subject to change with the exchange rate fluctuations.
If your valid passport has been stolen or lost, you must report it to the police, and present a police report at the time of application.
Processing time for a 5-year passport is about 3 weeks.
Emergency passports valid only for a return trip to Finland are processed by the Embassy or the consulates in Vancouver and Toronto for Finnish citizens visiting Canada whose passports have been stolen or lost.
The new passport can be picked up from the Embassy of Finland or a Finnish honorary consulate by the applicant or a person authorized by the applicant. Otherwise, please provide a prepaid, self-addressed Expresspost or courier service envelope for forwarding the passport securely to you.
A dual Finnish-Canadian citizen travelling to or transiting through Canada by air will need to have a valid Canadian passport to board their flight. Please find more information from the Government of Canada web site.
From beginning of 2017 Finnish missions which also serve as application points for passports may issue identity cards to Finnish citizens. Identity cards are valid travel documents in 28 European countries.
The missions may issue standard identity cards only. Temporary identity cards, identity cards for minors or foreigners may not be applied for from the missions.
Identity card must be applied for in person at the Finnish mission, the same as passport. Current passport/identity card and recently taken passport photo are required for the identity card application. Identity cards do not contain fingerprints.
Identity card fee is paid according to current service fees and it is non-refundable.
